The Sea Empress Environmental Evaluation Comittee (SEEEC) was set up about two months after the disaster at Milford Haven in February 1996. Two years later, the main findings were reported at a three-day conference held at the National Museum of Wales. These were concerned solely with the impacts and did not address the causes and management of the disaster.
