“Setting up a monitoring scheme is a bit like planting a tree: the best time to do it is 20 years ago but the next best time is now. Except that monitoring schemes are pretty expensive and rely on a limited number of experts, and it’s probably the case that governments would rather not know how little wildlife remains.”
