The German U-boat campaign of the Second World War, which almost succeeded in blockading Britain, underlined in a terrible way the problems of relying on obtaining almost 70% of our food from abroad. In consequence, County and District War Committees ordered large-scale ploughing of grassland and administered rationing of feed and fertilisers and provision of farm machinery.
